Niccolò, a member of the Rome Bar Association, is a Rome-based lawyer specialising in administrative and public law.

Biography

Niccolò, a member of the Rome Bar Association, is a Rome-based lawyer specialising in administrative and public law.

His practice focuses on public procurement, concessions, energy and other regulated sectors, advising public authorities and private operators on tender procedures, regulatory compliance and administrative litigation. He advises clients on the strategic management of administrative proceedings, including interactions with public authorities and stakeholders, with a particular focus on dispute prevention.

He has developed a deep understanding of the Italian and European gaming and betting markets, advising operators on authorisation, licensing and public security requirements, as well as on claims for damages relating to regulatory shortcomings and delays, and enforcement issues, including proceedings before the Constitutional Court and the Court of Justice of the European Union.

He is regularly involved in cross-practice transactions, providing regulatory and administrative support in M&A operations, including regulatory and antitrust clearance, foreign investment screening and the application of State special powers regimes. He also advises on urban planning and building law in real estate transactions and redevelopment projects, including public–private partnership structures and concession schemes for the development and management of state and local authority assets.

Alongside his legal practice, he holds a PhD in Civil Law from the University of Roma Tre, where he serves as Adjunct Lecturer in Private and Civil Law. His research activity focuses on competition and antitrust law in relation to business networks, as well as on technology and digital regulation, including artificial intelligence, cybersecurity, blockchain and distributed ledger technologies. He completed a post-doctoral fellowship at the University of Florence and visiting research periods at Heidelberg University and UNIDROIT. Niccolò also participates in European and domestic research initiatives, including the EPIC – European Law Perspectives on Innovation Challenges project and the European Law Institute’s work on blockchain, smart contracts and consumer protection.
